Richard was born on August 18, 1937 in Frederick, Oklahoma to W.S. and Ruby Hart. He moved with his family to Snyder, Texas where he lived most of his life before moving to Amarillo.
He is survived by his daughters, Kathy Dotson, Kim Dotson, and Debbie Johnson; a son, Ricky Dotson; brothers, Robby Smith, Larry Hart, and Bob Hart; and a sister, Joe Smith; seven grandchildren, and 3 great grandchildren.
