Elizabeth was born on October 19, 1913 in Kansas City to Louis and Anna Noe. She married Grover Cleveland Rainwater on October 18, 1942 in Santa Anna, CA. She worked as a first grade school teacher at Pleasant Valley Elementary until her retirement in 1965. Elizabeth was a member of First Baptist Church.
